The meeting of the National Council of Reforms concerning the healthcare reform was held under the presidency of Petro Poroshenko.
The President emphasized that the Ukrainian healthcare system requires immediate reforms. The draft law elaborated by the Cabinet of Ministers has been thoroughly revised by the working group, Presidential Administration, Verkhovna Rada committees etc. However, some provision of the draft law still need revision.
The Head of State noted the inadmissibility of the provision that the package of state guarantees for the patient will be determined by the Government. “No. The package of state guarantees must be enshrined by law,” the President said. The Head of State also drew attention to the notion – not patient, but Ukrainian citizen needs state protection. Foreigners can have a right to medical services through insurance mechanisms, as stated by Petro Poroshenko.
The President also stressed the need for a body that will control the efficiency of institutions that ensure the implementation of state policy in the sphere of medical services.
“The launch of the healthcare reform is advisable to be voted by the Parliament before the end of this session,” the Head of State urged.
